West Delta LNG
LNG 21, through its subsidiary, West Delta LNG, LLC, is developing the West Delta LNG Export Deepwater Port in federal waters offshore Plaquemines Parish, Louisiana. The project design is based on fixed-platform technology in use throughout the Gulf of Mexico continental shelf. The Deepwater Port provides un-congested open-water access for LNG carriers, free of the hazards that burden shore-based facilities. In addition, the project’s onshore gas pretreatment plant is located in Grand Isle, near Henry Hub and a network of gas pipelines connecting to the nation’s principal producing basins.
The LNG Export Deepwater Port
The West Delta Deepwater Port is designed to include six modular liquefaction trains, each with a nameplate capacity of .833 MMtpa (million metric tonnes per annum) with potential of up to 1.02 MMtpa… providing total optimal capacity of over 6 MMtpa of LNG. Liquefaction module design is based on field-proven Baker Hughes-GE technology. Power is supplied by Siemens heat-recovery steam generators utilizing waste heat from the liquefaction trains. Type B-FSP storage tanks are capable of holding up to 300,000 cubic meters of LNG, providing sufficient capacity for off-loading to the largest LNG carriers. The fixed platform deepwater port design was developed over a period of four years in close collaboration with Wood Group, GE-Baker Hughes, Siemens, Poten, and EnTX Gastek… and in active collaboration with ABS, the U.S. Coast Guard, and others… all providing valuable imput… particularly regarding safety, work environment and environmental matters.
Permitting
The West Delta Project has received its letter of completeness from the United States Maritime Administration (“MARAD”). A formal extension was granted by MARAD on June 30, 2022, with a full government approval expected by end 2023 and COD by end-2026. Federal waters offshore Louisiana offer the advantage of streamlined permitting, subject to the U.S. Maritime Administration (MARAD) process under the Deepwater Port Act, with a defined 356-day time limit, subject to clock-stops pending responses to information requests. The West Delta Marad docket was opened September 26, 2019.
